Visa exemption

Pakistani passport holders are not visa-exempt based on UAE residence alone. A GCC/UAE residence permit does not grant visa-free entry. Pakistan is also excluded from Montenegro's seasonal 10-day visa-free exemption for some UAE residents (typically requiring 3+ years continuous UAE residency and a direct flight). Visa-free entry for up to 30 days is available only with a valid multiple-entry visa or residence permit from the USA, UK, Ireland, or a Schengen Area member state

Application notes

• A UAE/GCC residence permit alone does not grant visa-free entry to Montenegro for Pakistani passport holders
• Visa-free entry for up to 30 days is permitted only if the traveler also holds a valid, multiple-entry visa or residence permit from the USA, UK, Ireland, or a Schengen Area member state
• If not eligible for the visa-free pathway, Pakistani citizens must apply for a Type C visa at the Embassy of Montenegro in Abu Dhabi or a VFS Global application centre in the UAE. Consular fee is typically EUR 35
• Visa applications should be submitted at least 3 to 4 weeks before the intended travel date
• Travelers must register their stay with local police or the tourist office within 24 hours of arrival if not staying in a hotel that handles registration automatically
• The passport must be valid for at least three months longer than the intended period of stay in Montenegro
